An Abused Dog Inspires New Legislation

In New Port Richey, Florida, the inspiring story of a poor dog, who took blows at the hands of his owner's son is leading the way to new legislation. His name, "Little Horatio" (an alias used to protect his identity), had once belonged to an elderly woman of 81 years. Her son bludgeoned her dog, in order to control and manipulate his mother.

Little Horatio now has to wear protective goggles that shield his eyes from the sunlight, as a result of the severe beating. Thankfully, both dog and owner are both safe now. Little Horatio now lives with a woman named Kathy Cornwell, who is a victim advocate for the Area Agency on Aging of Pinellas-Pasco. She is the woman who urged Florida State Senator, Mike Fasano to file the proposed law.

The proposed law in Florida would make it a domestic violence offense to mentally torment a family member by either physically abusing, or threatening to harm or kill a pet belonging to the victim. Unfortunately, the scenario of Little Horatio and his owner is not uncommon.

According to research, reports show that 71 percent of women who enter shelters for battered women who were pet owners claim that their abusers had threatened, harmed or killed their beloved pets. Studies have also showed that female victims of abuse have even delayed seeking help because of fear that their abuser would harm their animal companion.
